Problem:

Currently, the NCC does not explicitly recognize all-gender (unisex) toilet facilities, requiring separate male and female compartments. This presents a challenge for the school, which aims to implement an inclusive toilet block while maintaining privacy, safety, and compliance with the NCC. A performance-based approach is necessary to justify this alternative design.

 

Solution:

A Performance Solution has been proposed to meet NCC compliance while achieving inclusivity. The toilet block will have all-gender cubicles with full-height partitions and emergency-access doors. Non-gender-specific washbasins will be shared among students, and sanitary bins will be available where required. The design ensures equal distribution of facilities for male and female students and includes an accessible unisex toilet following AS1428.1 standards. Proper signage and staff supervision will be in place to maintain safety and usability.

 

Finalised Report:

The report confirms that the proposed all-gender toilet facilities comply with NCC performance requirements. It includes expert assessments, architectural documentation, and a commitment from the school principal to support the solution. The combination of Performance Requirements and Deemed-to-Satisfy (DTS) provisions justifies the approval of this design. Based on these findings, the report recommends approval of the Performance Solution under NCC 2022 guidelines.
